North Hollywood, CA – On September 24, 2023, at approximately 9:00 p.m., Los Angeles Police Department (LAPD) officers initiated a surreal slow-speed pursuit of a shirtless man driving a stolen golf cart, clutching a sharp tool and a dog in his lap, through the streets of the San Fernando Valley. The chase, which began in Tarzana and ended 45 minutes later near Laurel Canyon Boulevard and Oxnard Street in North Hollywood, captivated onlookers and went viral on social media. The suspect, wanted for assault with a deadly weapon and grand theft auto, was apprehended after a brief foot chase, with the dog safely returned to family.
The incident began just after 9:00 p.m. in the 18700 block of Ventura Boulevard in Tarzana, where LAPD responded to a report of a golf cart stolen at knifepoint from a shopping center, marked with the word “security,”. The suspect, a shirtless and shoeless man, was armed with a sharp tool—possibly a knife—and had threatened to harm a medium-sized dog on his lap, according to LAPD Officer Norma Eisenman. Driving at speeds up to 19–20 mph, the man led officers on a 10-mile chase through Tarzana and Valley Glen, weaving through traffic and onto the wrong side of the road.
Multiple LAPD cruisers trailed the golf cart, with officers attempting unsuccessful spike strips. Spectators lined the streets, some taking photos, adding to the surreal scene. The pursuit ended around 9:45 p.m. in a 7-Eleven parking lot near Laurel Canyon Boulevard and Oxnard Street, where the suspect, blocked by a semi-truck unloading cargo, abandoned the cart and fled on foot, carrying the dog. Nearly two dozen officers tackled him in the lot, and took him into custody for assault with a deadly weapon, robbery, and grand theft auto. The dog, unharmed but nervous amid sirens, was briefly held by an officer and returned to the suspect’s family, though some reports incorrectly stated it went to an animal shelter.
